Why Was Dick Posthumus Nominated For Lt. Governor In Michigan in 1998 Instead of Incumbent Connie Binsfeld?

Can't find any media sources on this. It's just a strange thing, because she had been Michigan Governor John Engler's choice when he first ran in 1990. And she won an award in 1998, making it seem even stranger that that year he chose to nominate someone else.
